The City Station owner deals with the quadrant owners on weekly, monthly, quaterly and yearly marketing and promotional strategies, sets the pace and oversee's the cost to benefits ratios as well as working with the quadrant owners on setting the overall marketing and advertising budgets on a per income basis.
The City Station Owner also can act as an intermediary in the event of dispute at any level below them.
