Looking for Collateral (BG) Partner and Investor

I am engaging in project finance. I am searching for the Collateral Provider or the Partner (Investor), who can give the Bank guarantee or other viable Bank Instrument in favour of my client (Borrower and the Initiator of new planned investment project) to the U.S. Financier (Private Lender) in order to obtain the Loan against the given Collateral (BG). The BG must be from US$ 1,5 Million in order to obtain the Loan $15 Million, or up to $ 500 Million in order to obtain the Loan $ 1-2 Billion.
In exchange for the providing the BG (Collateral), the Collateral Provider (Investor) will obtain up to 25% of shares in the project or in the company of the Borrower.
